Costa Rica

In November 2016, Category 3 Hurricane Otto made landfall in Costa Rica, affecting 23 communities and leaving them completely cut off. CADENA Internacional mobilized to the disaster zone to assist the hardest-hit populations in Upala.

This case of humanitarian action was the beginning of our presence in Costa Rica. From there onward, we began to coordinate response operations in the area, and eventually, we established our offices.

Costa Rica is located in an area prone to disasters such as earthquakes, volcanic eruptions, floods, atmospheric phenomena, and landslides. The likelihood of being at risk of these disasters has increased substantially over the past three decades.

Similarly, the number of forced displacements has increased, which has contributed to the migration crisis in the region. The composition of the groups traveling through the country has changed: before they were mostly men, now women and children also migrate, which implies a challenge of assistance and protection.
This combination of factors means that our work has to take place on multiple fronts, from crisis and disaster management to prevention and resilience programs.
