In November 2016, the category-3 Hurricane Otto reached Costa Rica. At least 10 people died, and 23 communities became completely isolated during this event. The CADENA International team moved to the disaster area to deliver aid to the most affected populations in Upala.

This case of humanitarian action was the beginning of our presence in Costa Rica. From there onward, we began to coordinate response operations in the area, and eventually, we established our offices.
